Burr Millsap is a CPA and holds a bachelor of science degree from the University of Central Oklahoma and a master's degree in business administration from the University of Oklahoma.

A faculty member of Oklahoma City University since 1994, Millsap teaches accounting and financial management for non-profit organizations. He also serves as the director of budgets and purchasing for the University of Oklahoma Health Sciences Center.

He served eight years in active duty as a United States Navy Supply corps officer and retired from the Naval Reserves at the rank of commander.
